Weird flutter effect on broadcast dial?

I’m watching 27 Dresses (wife’s choice-trust me) on FXHD (Time Warner) right now and I’m noticing a very subtle effect on all the dial that sounds like a faint flutter- almost indistinguishable. I used to hear this same effect on the DJs of a NYC radio station. For some reason I was under the impression it was an Eventide harmonizer but I’m not sure why.
