You won’t see this in the US but it is often seen in India and other regions where content isn’t available to answer the query

We’ve seen emojis and all forms of unicode in the Google search results over the years. Most Google will prevent from working because it makes the search results page look awkward.

Currently the disavow link tool is available in the old Google Search Console. It has not been migrated to the new version. John Mueller of Google was asked when it will be moved and he responded on Twitter “We don’t have any plans announced for that yet.”
