Will Disavowing a Competitor’s Links Hurt Their Search Rankings?

If your Google Webmaster Tools disavow file contains URLs that link to your competitor’s website, can this cause their search rankings to drop? Do disavowed URLs lose all negative (or positive) impact for all sites they might be linking to?
